Justification: no longer builds from source

The kernel-image-2.4.27-s390 package in Debian is not buildable from
source because it has an unsatisfiable build dependency:

Build-Depends: debhelper (>> 4.0.0), modutils (>= 2.4.21), kernel-tree-2.4.27-8, kernel-patch-2.4.27-s390 (>= 2.4.27-2), kernel-package (>= 8.084)

The version of kernel-patch-2.4.27-s390 available in testing and
unstable is 2.4.27-1.

Presumably, we just need someone to upload version 2.4.27-2 of the
kernel patch to the archive?
