scm on s390

Sorry for the previous message, it contained innacurate information.
The correct info is:

I would like to debug the failure of scm to build on s390, or receive
patches from someone else who has done so.

The buildfailure is at

This is Debian bug #335981.

I attempted to build the package on raptor, but I can't run "apt-get
source" because /etc/apt/preferences is not readable and AFAICT there
is no way to use apt-get without it. I was not able to connet to
trex.

It also will need build dependences:

It needs: slib (>> 3a1), libncurses5-dev, libreadline4-dev, texi2html,
texinfo, xlibs-dev

/etc/apt/preferences now world readable

In raptor's sid chroot:

required packages installed
